Summary

This position is part of the Plant Operations, Government Publishing Office in Washington , District of Columbia .

The selectee will work Shift-3 Monday - Friday and a tour of duty 11:30 pm to 8:00 am.

The incumbent is responsible for analyzing and developing XML publications, DTD's and Schemas; and providing day to day guidance to lower graded Information Technology Specialists relating to XML usage in regards to text processing operations.

Duties

Help

As an IT Specialist (DATA MGMT), your typical work assignments may include the following:

  • Creates and modifies XML translates to enhance and simplify workflows.
  • Develop and perform XML training for employees.
  • Develops procedures and maintains standards for the utilization of new XML systems or subsystems.
  • Coordinate efforts of various technical disciplines to avoid conflicts and delays in publication creation.
  • Interacts with personnel to make modifications to printing formats/style sheets.
  • Recommends improvements and modifications to graphic systems.
  • Attends staff meetings, briefings, or conferences on behalf of the Manager, and provides weekly and monthly status reports.
  • Assist in the development/modification of software applications for production.
  • Perform other miscellaneous duties as assigned.

TIME-IN-GRADE REQUIREMENTS: Applicants must meet time-in-grade requirements to be considered eligible. Applicants must have served 1 year at the next lower grade level or equivalent grade level of federal service to qualify for the PU - 13.

Only experience and education obtained by the closing date of this announcement will be considered.

Qualifications

To qualify for the IT Specialist (DATA MGMT), PU -2210-13, you must meet the following requirements:

To minimally qualify for the PU-13, you must meet the following requirements:
Creating and modifying XML DTD's and Schemas, Creating XML data to enhance workflows is desirable and, working with XML translation languages such as XSLT.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

All qualification requirements must be met by the closing date of this announcement (10/16/2018) to be considered.

Substitution of education in lieu of specialized experience may/may not be used for this grade level.

Background Investigation:
